Every Windows (2000, XP, Vista, 7) has an Administrator account (which has the User Name "Administrator"). This account is usually disabled, but can be enabled via one of the following ways.
Keep in mind that this will make the Administrator account available at the logon screen, so consider protecting it with a good password.

1) User Management Console (any non-Home Edition of Windows)
- RMB on Computer --> Manage --> Local Users and Groups --> Users
- double click on Administrator (or RMB --> Properties)
- uncheck Account is disabled

2) Via the Command Line (any Windows Home Edition)
- Start --> All Programs --> Accessories --> RMB on Command Prompt --> Run as Administrator
- type in:
net user Administrator /active
or
net user Administrator /active:yes
- you can set a password with:
net user Administrator Password
(with Password being the password you choose for the account)
